Sri Lanka Migrant Worker Multi-Purpose Loan Scheme 2026: Complete Guide

To support Sri Lankans employed abroad, the Government of Sri Lanka, in collaboration with the Sri Lanka Bureau of Foreign Employment (SLBFE) and leading commercial banks, has launched a Multi-Purpose Loan Scheme.

This scheme is specifically designed to encourage migrant workers to invest their foreign earnings into productive, long-term assets and secure financial stability for their families back home.

1. Key Purposes of the Loan

Eligible expatriate workers can utilize the loan facility for several essential financial needs:

  • Housing & Real Estate: Building a new home, purchasing bare land, or renovating an existing property.

  • Business Venture & Entrepreneurship: Starting a new business venture or expanding an existing family business.

  • Vehicle Purchase: Purchasing a vehicle for personal or business use.

  • Higher Education: Funding educational expenses for children or immediate family members in Sri Lanka.

2. Eligibility Criteria

To qualify for the loan facility, applicants must meet the following basic requirements:

  1. SLBFE Registration: Must be registered with the Sri Lanka Bureau of Foreign Employment (SLBFE).

  2. Valid Overseas Employment: Must possess a valid work visa and a confirmed job contract.

  3. Formal Bank Remittances: Must demonstrate proof of foreign currency earnings remitted to Sri Lanka through official banking channels (e.g., via a Personal Foreign Currency Account – PFCA).

3. Required Documents

Applicants (or their nominated Power of Attorney holders) must submit the following documents to the bank:

  • Identification: Copy of Passport and valid work visa.

  • Employment Proof: Official job agreement/contract issued by the foreign employer.

  • Income & Remittance Statements: Bank statements or transaction slips proving money transfer via official banking channels.

  • Power of Attorney (POA): Legal authorization nominating an immediate family member in Sri Lanka to handle loan documentation and management on behalf of the borrower.

4. Participating Banks & Repayment Terms

The loan scheme is made available through major commercial banks, including Bank of Ceylon (BOC), People’s Bank, and Commercial Bank.

  • Joint Application Facility: Migrant workers can apply jointly with an immediate family member residing in Sri Lanka.

  • Flexible Repayment: Structured monthly installments tailored to the borrower’s foreign income level with competitive interest rates.

 How to Apply: Foreign workers or their nominated family members can visit the nearest branch of the participating banks where they maintain their account (or PFCA) to obtain loan application forms and guidance.
