A Birth Certificate is a crucial legal document in Sri Lanka, required for passport applications, school admissions, employment verification, and legal proceedings.

Through the official portal of the Registrar General’s Department (RGD), citizens can request a certified copy of their birth certificate online and receive it at their doorstep via registered mail.

Required Information Before Applying

  • Registration Location: Birth district and Divisional Secretariat division.

  • Registration Details: Book/Entry number and date of registration (found on older copies).

  • Identity Verification: Valid National Identity Card (NIC) number of the applicant.

  • Delivery & Contact: Complete postal address and active mobile phone number.

  • Payment Method: Debit or Credit Card for online payment.

5-Step Online Application Process

  1. Visit the RGD Portal: Go to the Registrar General’s Department official e-services portal (rgd.gov.lk or e-services.rgd.gov.lk).

  2. Account Login: Log in using your NIC number and mobile number verification.

  3. Select Service: Choose “Apply for Certified Copy of Birth Certificate” from the dashboard menu.

  4. Enter Details: Fill in the birth details, district, division, and registration numbers accurately. Select the number of copies required.

  5. Make Payment & Confirm: Pay the service fee using your credit/debit card. Save the reference/tracking number sent to your mobile via SMS.

Fee & Processing Time

  • Certificate Fee: Approximately LKR 100 – LKR 200 per copy (excluding standard processing fees).

  • Delivery Charge: Standard registered post or speed post fees apply.

  • Delivery Period: The certified copy will be delivered via postal service within 7 to 14 working days.

Alternative Method: Applying In-Person

If you prefer to apply offline:

  • Visit the Divisional Secretariat office where your birth was originally registered.

  • Obtain and fill out Form B-127 (Application for Search of Register and Certified Copy of Entry).

  • Attach the required stamp duty fee and submit the form to receive the certified copy directly.
